Keyboard translator

I am looking for a freeware keyboard translation program which would allow
me to alternate with Chinese/English. It should have a dictionary and pop
up capability to show connotations of meaning with any Chinese characters.
Preferably in simplified Chinese rather than traditional Chinese or other
dialects. I am open to all suggestions. TIA for all help

Have you tried OSK (On Screen Keyboard)? It's part of Win2K & WinXP!
 
Mel,
I am usingWIN98SE and no such capability exists in that OS version. I
have found the Global IME and it has helped but does not provide the
capability I am looking for, especially for someone who is "rusty" in
writing Chinese. Thanks for your suggestion.
