Keyboard shortcuts for DOS programs

Windows 95 users could create keyboard codes to start the shortcuts for DOS
programs or batch files. Upgrading to Windows 98 preserved the functionality
of all preexisting shortcuts, but Win 98 users couldn't either set up new
DOS keyboard shortcuts or modify the shortcut keys of existing ones. Is
there any way to accomplish these functions in XP?
 
Clarification of previous post: The shortcuts I was referring to are located
in the Start Menu.

You can set up shortcuts to DOS Programs (pif files) but the Hotkey
functionality was dropped after Win95 and has not re-appeared, nor is it
likely to

You can set up shortcuts to DOS Programs (pif files) but the Hotkey
