I have just finished reinstalling windows XP home after a system crash.
Everything appears to be working fine except the keyboard. For example when
a want " i get @ and when a want a GB pound symbol i get #.

Its probably a simple thing.

It probably is. Have you considered immigrating to the U.S.A.?

Go to the Control Panel and find your Regional Settings applet. Open it
and make sure you're using the right keyboard settings for the UK.
