Keyboard Langage on starting windos 2000

Hi,

When i rebboot the pc the keyboard is in english, and when i logon
administrateur the keybord is in French!!!

How can i do to have the keyboard in french before the login ?

I think the pre-login language is the one you used during installation but
cannot recall if this applied to NT or Win2K.
