There is a considerable lag between the time when I press a key and the time
the character appears on the screen. Even now while typing I have to wait for
the words to aAs far as I can tell I don't have anything running in the
background to slow things down

Two steps I would suggest

1) Run MSconfig. From the services tab, check "Hide all Microsoft Services"
then disable each non-microsoft service listed. From the startup tab, disable
all items
2) Reboot and check if the issue persists
3) Open regedit, expand the following registry items one by one
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Class\{4D36E96B-E325-11CE-BFC1-08002BE10318
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\Control\Class\{{4D36E96B-E325-11CE-BFC1-08002BE10318}

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E96B-E325-11CE-BFC1-08002BE10318}

Backup each of them and Delete the UpperFilters key.

Reboot and check, if the issue persists use the autoruns available from
sysinternals.com and after hiding all the Microsoft entries, disable entries
which are not critical and seem to be suspecious. Extreme care needs to be
taken while doing this, any wrong or required entry if deleted can cause a
no-boot situation on the system.

Hello,

Using wireless? Switch to wired or change the batteries.

Try another keyboard or another USB connection as well.
