KEYBOARD ARROWS SCROLL INSTEAD OF MOVE FROM CELL TO CELL!!

I do not know what i pressed, but i can not get the arrows to move between
cells. i tried turning the scroll lock on and off but it didn't do anything
please help!!! this is driving me crazy!!!!!
 
Normally, this is caused by the Scroll Lock key. It is possible that the key
got stuck. If your keyboard has an LED indicator light for the scroll lock,
ensure that the scroll lock key press is being accepted -- the light should
toggle on and off with the key.
