~ key and " key need to be typed twice

Under XP pro I have recently found that the tilda (~) key and the Quote (") do not appear on the screen (in anything, WORD, EXCEL, EUDORA so its not app specific) until a second key is pressed, then both appear
Keys like @#$%^&*() etc work fine. Can anyone hel

The driver in use is 5.1.2600.1106 - Driver Provider, Microsoft

The keyboard is a stock standard 102 keyboard ( a Belkin)
 
Have you tried using another keyboard, to eliminate the keyboard as the
cause of the fault?

Problem fixed....

In Regional Settings off the Control Panel, I changed the keyboard from "International US" to just plain "US" and now all keys work on a single press
