keeps trying to send

Sometimes Outlook gets "stuck" trying to perform a task. The send/receive
status starts with something like "performing task 1 of 3." Then, a little
while later (just a few minutes), another line of "performing task x of y"
will appear. Then another and another, each line appearing at regular
intervals (never timed it but I'd guess it was about 4 min intervals, see
below). This goes on until they shut down outlook and/or reboot the
computer. Mostly this happens when there is an outgoing message that for
some reason doesn't seem to want to go. They frequently have large photos
attached (like in the 1-3 mb range).

The check for messages is currently set at 4 min, and the Internet
connection is DSL.

DSL (most likely ADSL) uploading is considerably slower than downloading.
large photos, especially if an antivirus program scans outgoing messages,
can take longer than one might think at first glance. Were I one of the
people experiencing this issue, my first approach would be to disable mail
scanning, lengthen the send/receive interval to 10 minutes, and lengthen the
server timeout value to five minutes to give the attachment plenty of time
to send prior to the next send/receive interval.

As for the timeout, where do I find that in Outlook? I'm looking in my 2000
version and I can't find it.

Yes, it's ASDL, and not very fast, it seems to me, for ASDL.

On the Advanced tab of your account properties pages.
