Keeps dialling ISP

OS XP. Computer keeps dialling ISP, just can't stop it.
The file, winlogin.exe, sems to be the culprit. How can I
stop this autodialling?

Winlogin is dropped by a virus (IIRC the W32.spybot). You will need to
scan with a current antivirus using updated definitions.
