keeping kids off the computer

Is there any way that I, as owner/administrator, can make sure that no one
else can create a user name for themselves unless I allow it? If my kids get
on the computer when I have left it unlocked, they seem to be able to add
themselves as users and I don't want them using this computer. Is there any
solution, like an extra password that can be required before adding new users?

the answer is in your post - don't leave it unlocked! You DO have a
password on your account?

Make sure they do not have access to any account especially an account
with Administrator access.
All accounts need strong passwords, do not forget the hidden
Administrator found by going to Safe Mode:

You need to control the kids more.
In business such tampering could easily get someone fired.
You need an appropriate punishment for tampering with the computer.

There is no security without physical security.
If you give them uncontrolled access, there is no way to prevent them
from getting on the computer so control of the kids is important.
