Keeping Attachments attached on OL 03

When I receive an email with an attachment and reply to that email, OL
strips off the attachments in the reply. Is there a way to get it to keep
the attachment attached, as it does when I forward it?

No, and why would you? The person to whom you are replying already has the
attachment since he or she is the one who sent it to you in the first place.
 
The need that stimulated my question was where I receive an email from "A"
with an attachment and want to reply to "A" but also copy "B" on the reply
so that "B" receives my reply to "A" and the attachments that "A" originally
sent. Is there another simple way to do this?
 
Press Forward instead of Reply.

If Robert's advice doesn't suit you, use Reply and drag the attachment from
the original message to the reply.
