Keep user from exiting application via close button

Is there a way in Win XP Pro to prevent a user from
exiting a running application by disabling the close
button on the title bar?
 
It would depend on the application. Some, like Internet Explorer, support this.

You'll have to contact the maker's of your Citrix client. Windows does not support the feature you want on 3rd party apps.
 
Maybe I'm misunderstanding the problem (I'm not familiar with Citrix/don't
know if you need nav bar etc.), but if the question is "How do I run IE in
kiosk mode" the answer is "iexplore.exe -k".

This app is a Citrix ICA client. We are making a
connection to a Citrix server via the Internet.
