Keep IIS turned off?

I have a computer running Vista Business. Sometimes I want to have IIS
running on it - but usually I don't.

Whenever I start-up the computer, it comes up with IIS running and I
have to go in and turn it off. Is there someplace I can set it to NOT
start ISS when the computer starts up?

FWIW, on a similar setup on an XP machine,it seems to remember the
previous state of ISS upon machine start up - if it was off, it leaves
off and vice versa.

Set the IIS service startup type to manual rather than automatic (start/run,
services.msc or services in administrative tools)
