Do i have to install the Security Update KB828028 on Windows XP embedded?

I did it manually as I'm in harry and can't wait for QFE. You need just
one file - msasn1.dll. Take it from the patched XPSP1, and replace after
a build. Or you can make a component with this file (make it build
dependent on Primitive: msasn1.dll).

Hope in a far far future fixes for XPe will be available just together
with W2K, XP, etc...
 
The QFE component package is already completed and is being added to the
download page now, the page should reflect it soon after.
