KB823980 fails to install

The patch wizard runs and appears to successfully
complete but does NOT ask for a re-start. The patch does
not show in file list of 'Add/Remove Programs'.

I need the patch to be listed for my ISP to provide
support.
 
Hi Lewis,

Start/run regedit, verify that the following key exists:

For Windows XP:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\Windows XP\SP1\KB823980

For Windows XP with Service Pack 1 (SP1):
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\Windows XP\SP2\KB823980
