Junk Senders list is empty, but still filters mail

I'm trying to remove an email address from my Junk Senders
list, but the list is empty. Yet the mail from this sender
is still being filtered to the Junk Mail folder.

How can I remove the filter?

ps. I suspect this has something to do with the fact that
I'm on Exchange.
