Junk mail not working

I receive over 400 spam messages a day. On Saturday, 2/26, my Outlook 2003
Junk Mail filter stopped working. I have it set for a high rejection rate.
It now lets all mail through, except for maybe 5 messages a day. I have
tried turning it off and on again, using a number of combinations, but it
continues not to work.
 
Tried updating it to the latest version through Office update?

I have gone to the Office update site several times and it tells me
that I do not need any updates.
 
Thanks for all the interest in my problem.
I ended up purchasing Norton's AntiSpam 2005 and my problem has gone
away.
