I am receiving a lot junk emails from the Far East containing mostly Chinese
characters including in the subject. Sender's address is usually in the
form ???? [[email protected]). All this mail finishes up in the Junk folder
but is there a way of automatically deleting these messages so that they
don't even make it to the junk folder.

In the Junk email options I have added Chinese to the Blocked Encodings List
but this setting does not delete the mail.

Yes, you can specify that the Junk Mail filter is to delete the messages
instead of put them in the Junk folder. Actions>Junk E-mail>Junk E-mail
Options. Check the box that says "Permanently delete suspected junk
e-mail..."

The problem with that, though, is that the junk mail filter is not 100%
accurate and you run the risk of deleting mail flagged as junk, but which
isn't.

Like to say, the junk mail filter is not 100% accurate and I don't want to
delete all suspected junk mail, just those messages which contain Chinese
characters. I don't think it is possible to set up a rule which will do
this.
