Junk email folder -> EVERYTHING?

I'm an OE user for 10+ years, and brand new to Outlook.

My issue is that EVERY message delivered from my four email accounts all end
up in the Junk E-mail folder.

I have 15 rules created, and if I go to Tools -> Rules and Alerts -> Run
Rules Now, and then go through and click all 15 rules and run them on the
Junk E-mail folder, all the messages will go to where they belong, except any
NOT covered by the 15 rules, THEY stay in the Junk E-mail folder.

Basically, the Inbox is virgin, never had a message touch it.

I would like to either:

1) Figure a way to get mail to the Inbox, where the rules could operate or,

2) Figure a way to setup a rule to "run all the listed rules on the Junk
Mail Folder" rather than have to go to Run Rules Now (on the Junk Email
folder) and re-select every rule every time.

ALSO - what does the option "On this machine only" have to do with emai?

You may have to add some exclusion to the Junk Mail filter in the Safe
lists. "On this machine only" is typically something that concerns rules
that can only run locally not on an Exchange Server. It's usually not
something you have to concern yourself with...
