jumpy browser

hay guys has annyone ever had a problem with ie jumping
when you move the mouse? it acts like i hit the down key.
also scrolls the choices in dropdown menus till i clik to
finalize the choice. HP support hasent ben a lot of help.

Do you have a third control on your mouse (WHEEL) if so
push it down
