Jpgs from my camera are too big. Is there a util that will allow me to
shrink every photo I've taken with my camera. I guess you would call
this a batch operation.
 
XnView can also batch resize

My recommendation is that you use the resample filter Lanczos
or Mitchell when you downsize a image and B-Spline when you
blow up a image.

Can't you change the image size in your digital camera?
(on my camera I can choose 4 different resolutions)

Also, just in case you didn't know this, reset your digicam to take
pictures of a smaller resolution. I know I get the extra large sizes
when I've set mine to a higher resolution which also results in my
being able to take a lot less pictures. Decrease resolution and you
get smaller JPGs and can take many more pictures with the same memory
card.

Irfan View will do this press B in view mode, then set preferences.
there are several freeware dedicated resizers.
some will attach to your context menu for convenience.

Start with Irfan View it has lots of additional features which can
be set the way you like it.

It is always best to edit and resize cut or crop first , then
resize.

You may also want to remove the thumbnails ?
