There are numerous graphics utilities that will do conversions, from shareware
like Graphic Workshop to high-end commercial products like Photoshop.
However, you will likely get the best printing results from the "native"
format -- whatever the original picture is. Any conversion is likely to cause
some degradation; whether or not it is detectable is another matter. It is near
impossible to get a "better" picture via a simple format conversion -- any
information lost in the original JPEG compression, for example, is
irretrievable.
