Jerky and erratic behavior

I just installed Windows XP on my system. Whenever I go
to drag a window, use the scroll bar, the content becomes
jerky and erratic. It seems like it is tripping up on
something. Remember, I just installed this on a 1700+
AMD laptop. So, I shouldn't be having any performance
problems. It was a fresh install also. When I go to
taskmanager and look at the processor usage when I scroll
on a website or a spreadsheet, the processor usage jumps
to 100% whenever I scroll. I tried messing around with
display settings and put them at the lowest possible
level as a crappier graphics interface and it doesnt
change anything.
Is this a setting I need to change, or does my computer
just suck? I've actually seen this before on other
computers, but I dont know how it was fixed.

Have you tried updating all the drivers on it?
 
Visit the support website of the manufacturer of your laptop,
search for the Windows XP video adapter drivers, download
and install them.

Yeah. There is a question mark in device manager over the
video card. The problem is I don't know how, or where to
look for the video card driver because it doesn't tell me
what brand or version it is.
 
Find out the make and model number of the laptop and
I'll post a link to the correct driver.
