Is it possible to download a copy of the Japanese Internet Explorer? I
am running XP. I know that it is possible to use Japanese in the
English version but I would like to install the Japanese version as
well.

You would have to install a Japanese-language version of WinXP, Will.

Check this download out. You would have to know how to read Japanese as all
text are in J.
