Japanese Language Pack

I have Windows XP Home, and I'm trying to look at a
japanese website, when I went to the site a prompt came
up asking if I wanted to install a Japanese Language
Pack. I clicked yes downloaded it, then restarted my
computer as the prompt suggested. I still can't read the
damn webpages. The site is www.elecom.co.jp, and they
have these killer mice designed by Matsume Shirow (Ghost
in the Shell) Anyway, if anyone can help it would prevent
another gray hair.
