Whenever I get Japanese files, the words don't come out right (Example:
æÇì∞Éαû╛) How do I fix this?

Ask for English files!!!

Seriously though I would think you need to install a language pack for the
language you want. I often see prompts for Japanese, Korean etc if I am
viewing mail with that language in it for example.

Is there not a Japanese/American group?

Presumably we are talking about Word, say. Well, one assumes that you don't
have a Japanese version of Word.

I receive emails from Israel, in English, but the formatting of the emails
assumes that I am writing from the right.

I did some Hebrew typesetting on a Mac nearly 10 years ago using an English
machine.

Hebrew is right to left - but I was using an English machine. I had to type
the letters back to front - that is I had to start from the right of the
page and then use the left arrow to move the cursor to the left.

In addition I then had to go over all the text again to add the vowels. I
had to do at least 3 passes.

It was a nightmare and I was seriously underpaid!

I wasn't very amused to find that the same Hebrew text was used in a
commercial publication when I had accepted very low rates and finished up
completing the work for effectively nothing - as the work was originally
done for a student group (ie a not-for-profit US equivalent).

I knew that it was mine because it had the same font and it had the same
slight mistakes in the pointing (the vowels).
