its now safe to turn off your computer

Hi,
I recently installed xp home on a PII 350 that had Win 98.
It won`t shut down when I click Start/turn off computer. I
get an error message "its now safe to turn off your
computer".
I have tried checking the apm box in control panel/power
options, but when that box is checked, and I click
Start/turn off computer, it reboots.
I am not sure what I need to change in the bios, if
anything, that can resolve this issue.
Any help would be great.
