you'll need to contact your ISP for the UseNet server they are associated
with. There are very few totally free Usenet services available anymore...
but you can read and post from groups.google.com

Right - most people get free newsgroups through their ISP, and since you pay
the ISP the news groups aren't actually "free". You can access RCN news
server and I can access EarthLink's servers but I can't use RCN's and you
can't use EarthLink's. If you want newsgroups not carried by your ISP, you
may need to use a paid service (such as easynews.com or supernews.com)
depending on the newsgroup. These are but two of the many paid Usenet
services. In some cases, they carry each article much longer - for example,
some news servers might only carry this message for 7 days while paid
services will carry it for at least 30.
Microsoft and other technology companies host their own newsgroups (free)
for support of their own products - for example I use msnews.microsoft.com
to access this group instead of using the EarthLink servers.

I personally use Outlook Express for newsgroups.
