It wont turn OFF

"Windows is shutting down" has been on my laptop screen for about 3 hours
now. maybe more. I have search all over the net for a solution and can't
find one.

I had 3 programs running, they were not responding so I did CTRL ALT DEL and
ended the taskes. Each time I got a window that said the programs were not
responding would I like to end them? I clicked "end task". They did not go
away. I tried many times and waited for a long time hoping it was just slow.
The programs would not end.

I opted to just turn off my computer. And that was the beginning of the
long wait I am in now.

Somebody help!!
 
sounds like a problem
with a physical device/hardware.

windows may be having
trouble shutting some device down
and then trouble enabling it
upon reboot.

possibly disconnecting/connecting
"mapped" drives and
disabled/enable a
"network connection"
is something to look into.

but these are a couple
of things that come to mind.
