Issues with Outlook 2003

Having some severe issues with Outlook 2003 and 'default mail program
settings'. When attempting to do the two items below, we receive an
error about not having a default mail client and to run setup to
resolve. If we change the default mail client to Outlook Express, it
works but changing back to Outlook returns the same error. It happens
when you:

1) Send To a Mail Recipient as an attachment from Word, Excel, etc.
You can send a document to a mail recipient and even a mail recipient
as a draft (which makes an attachment) but you can't do it as an
attachment without the forementioned error occuring.
2) Synch with a PALM that requires the conduit from Chapula. When it
pulls up the conduit for each Outlook item to synch, the same error
occurs.

We've applied all Office Updates, Windows Updates and have stripped
all Office products. This is occuring on two machines. We've done
everything that we can humanly think of without success.

Any advice is greatly appreciated.
