ISScript ?????

about a week ago i started having a problem when i tried
to open a program or unzip and open a program.Never had
this problem befor.This box pops up and says "installing
program"that never happened befor,this box is new to
me.Then i get this message"The install-script engine on
this machine is older than the version required to run
this set up,if available,please install the latest
version of isscript.msi or contact your support
personal".now if i click cancel and try again ,my program
will open on the third try.Programs that use to just open
up for me with a click now get this ISScript thing.
