CDBurnerXP is a CD burning program.

Using a CD/DVD burner or similar, plus the program,
you can convert a downloaded ISO9660 file,
into a bootable CD.

An ISO9660 is a way of taking an image of a CD contents.

You do not drag and drop an ISO9660 onto a CD,
but instead, use a burner program to properly
translate it and install the resulting file system
onto the CD (so multiple files from the CD are
evident afterwards in File Explorer).
