An ISO9660 is a way of taking an image of a CD contents. http://en.wikipedia.org/wiki/Iso9660 "El Torito enables CDs to be bootable on PCs." You do not drag and drop an ISO9660 onto a CD, but instead, use a burner program to properly translate it and install the resulting file system onto the CD (so multiple files from the CD are evident afterwards in File Explorer).
