1) \Isass.exe' Did a Start / msconfig / used help doco
Do not know what I did but I got out of the shut
down loop.

Problem now is that when I access control panel and I
select an icon like the Add/Remove Program - they flash
on the screen then flash off.

Can any help me?

Time to do a repair install of XP. Keep your fingers crossed as the
infamous "isass.exe" error is usually fatal. Go here for instructions
on how to do a repair install.
