Is this normal?

My wife recently bought a small laptop a Compaq Presario 2500. I was amazed
by the way it boots up. The XP home page comes up quickly enough. If
however you click on say Outlook Express 6 to open it nothing happens. What
happens is that while the XP home screen is displayed nothing is ready to
go. It takes maybe another 2 minutes before you can get Outlook Express to
open. Is this normal?

If it is a used computer I would do a good clean job, 2 min. to open OE
seems a little long.
