Is this newsgroup actually official per Microsoft?

You get answers here from other users and they could be from just about any
country on the planet. This is a user-to-user newsgroup hosted by Microsoft
so any answers are not 'official' or from MS support.
 
Once in a while one happens along and answers questions.
Do you have another question?

Yes, these groups are officially run by Microsoft. Microsoft staff do
browse through here and answer some questions, but it is really intended for
users to help other users. Some people that Microsoft has found to be
especially helpful (both on these groups and elsewhere on the Internet) are
awarded the "MVP" title. MVPs have some closer contact with Microsoft but
they remain volunteers.

If you need direct and specific support from a Microsoft support rep, your
options are listed here:
http://support.microsoft.com/select/?target=assistance (select the
Microsoft Product that is giving you problems. ) Depending on the product,
some types of issues are covered by free support, others cost money.
