Is there a way to tilt text but not vertical?

I need to tilt text in a graphic, but all I can find to do is vertical. Is
there some other way to just tilt it like Excel can?
 
Insert your text in a WordArt object, or convert your text to a
not-inline-with-text graphic and use the Free Rotate tool from the Drawing
toolbar to rotate the graphic.
