I know I can set group policies in a domain to redirect a user's My
documents folder to some other location, but can I do this on a standalone
Windows XP machine?

The only Local Policy Editor I see is the Local Security Policy.

Yes, easiest way is get XP Power Toys TweakUI

An easier way is to just right click the my documents folder, properties,
move button.

I agree - this is how I always do it for small offices when I set up new
computers for them.....

Best way there is to do it *and* move the content in one go: Open a My
computer window on
C:\Documents and settings\<logged in user>\ to show it. Open another on
the proposed location (if there is more than one user to handle, keep
them separate with say a D:\<name>\ each, ready to put it in)

*Right* drag the My Documents folder across, take *Move* here

You can also change most of these special folder pointers using TweakUI
- My Computer, Special folders, but that just shifts the pointer leaving
the files where they are.

That's an extra and unneeded step, I think. If you right-click on My
Documents and go to properties, you're shown a "move" button, which will
move the data when you browse or type in the new desired location.....
