In outlook I have to rearrange the toolbars to reduce the number of rows it
takes up. However, this rearrangement does not remain perminant, I need to do
this everytime I restart my application. Anyone know how to fix this please ?

Not if the toolbars that keep moving are provided by third-party add-ins that do not store the toolbar position between sessions (as is the most likely scenario).

And if they're not 3rd party? Everytime I start MS Word 2002 on XP Pro I
have to turn on the toolbars standard & formatting and turn off web and task
pane (plus Adobe PDF maker). This is very annoying. On Excel 2002 I always
need to turn off the task pane and reviewing toolbars. I want to customize
my work environment so everytime I start an application its the same as the
last time.

I'd suggest you ask about those applications in the Excel and Word forums, where the experts may have suggestions for you.

This is the Office forum, and Excel and Word are part of Office. I can't find
any separate forum for Word or Excel. If they exist, I'd like to know how to
get to them.

This is the Outlook forum and not the Office forum.
Try using the msnews.microsoft.com News server in Outlook Express and search
for the appropriate group.

Two entire hierarchies exist, with groups for various question topics.
news://msnews.microsoft.com/microsoft.public.word.*
news://msnews.microsoft.com/microsoft.public.excel.*

See http://groups.google.com/ for a way of accessing all those newsgroups.
