I've been told by my network administrator that that is the emergency
shutdown and that I should only be using the top right corner X or the file
exit/close option. Anyone else ever heard this before?

So long as the OS understands what youre doing either way is ok.No such
item as "emergency shutdown" as the network adm pointed out....

Those network admins are funny. Always making stuff up. They think that it
will make their job easier.

Either that, or this admin really has no clue (a distinct possibility).

Usually, clicking the 'X' in the upper right corner = Taskbar button right-
click, Close = File Menu Close/Exit = Alt-F4.

(Unless it's a MDI child Window, then Ctrl-F4)

He's an Iranian spammer, so the chances of shutting him down or having
him shut up are not good:

Fortunately his English is terrible ("After Register this site" and "I Reply
you"), so the chances of anyone taking him up on his offer and responding to
his spam are poor.

Dunno, that same "name" started just posting replies in the group.

I hadn't noticed, but if he's stopped spamming and started to contribute,
assuming that his answers are accurate, I withdraw any negative comments
about his English (which is surely much better than my non-existent Farsi).
