Is the Windows product ID globally unique even for corporate editions?

Is the windows product ID globally unique? I know that for the retail
edition of windows XP the product ID is based on the retail license key and
is therefore unique in the case of retail versions of windows XP. Will ALL
legitimately installed copies of windows XP have a unique product ID, even
the corporation version that does not require activation? In other words
can I use the product ID as a unique ID to identifiy an installation of
windows?

It is generated for each installation in a way that should be unique
short of random chance, which in a 20 digit number is correspondingly
low
