Is probably add toolbar to webforms?

Winform ?

There is no toolbar web control built into ASP.NET if that's what you're
asking.
There are ways to make IE toolbar add-ins, but that is not cross browser.
You could easily create some HTML that looks a lot like a toolbar if that's
what you're after.
