Is MS .NET critical update necessary?

Am using WinXP-pro PC. I manually did a Windows 'check for updates' and it
only brought up this one as high priority, recommended. Do I really need
this? Does it hurt anything to (or work poorly if I) go ahead and install
it? What's it really do, I don't think I do anything with MS .NET?

To make it more complicated, does anyone know why manual update tells me I
should download "Microsoft .NET Framework 1.0 Service Pack 3, Japanese
Version" instead of "English Version"?
