Is it safe to delete

$NtServicePackUninstall$

Which is inside the Windows Folder?

Also anu good sites that explains Windows XP to newbies?

Your second question answers your first one. If your knowledge of
WindowsXP is that limited, suggest you do not DELETE anything at this
time. Also, suggest you go to the nearest bookstore and purchase a
copy of "Windows XP for Dummies" (that is the actual title). It gives
a lot of information and help to "newbies". The file you mentioned is
an Update and can be deleted if you have no intention to uninstall it at
a later date. DO NOT uninstall it for that will delete the Update and may
crash your system.

You won't when you're comfortable with XP.

And don't forget Google - most of the problems people have, have
