It is partitioned 1.5gb for windows and 2.5gb for storage why I dont know,
it has windows xp on it. Will I have to reinstall windows to get the full

You could combine the two partitions into one 4 gb partition in
several steps using a partitioning utility such as Partition Magic.
It is quite time consuming but it does work. I have done it
successfully a couple of times.
The basic steps involved would be:
1. Clean up both partitions by uninstalling and deleting as much as
possible, including temporary files.
2. Copy as much as possible from the storage partition to the Windows
partition.
3. Use Partition Magic to reduce the size of the storage partition so
it is just barely large enough to hold the remaining files. Do this so
that the free space is created at the *front* of the storage partition
(between it and the Windows partition).
4. Use Partition Magic to increase the size of the Windows partition
so it includes the space just freed up.
Reboot the computer and run it a bit to ensure that everything is
still working okay.
Repeat steps 2, 3 and 4 until the data partition is empty, then delete
the data partition and increase the Windows partition again to use all
of the space on the drive.
Note regarding step 3.
If the data partition is a logical drive located within an extended
DOS partition then you will have to do this step twice - first to
reduce the size of the logical drive and then to reduce the size of
the extended DOS partition.
