Is it possible to add any button on taskbar?

I need to add button(like START) on taskbar.Pressing on it should behave like pressing on "start". Is it possible? Menu assosiated with this button will be formed by polisy applied on user. Maybe there are yny 3rd party tools?
 
right-click on toolbar - enable quicklaunch - usually next to start button -
you can drag whatever you want to that portion of the bar, if you want bar
longer than what shows - unlock toolbars. You can right-click on icons
already in thier and delete ones you don't want in there.
