Is FrontPage included with Office Student &Teacher 2003?

I cannot find FrontPage on my Office Student &Teacher 2003 disk but I seem to
have a folder called FrontPage in my programs which was empty but which I can
drop in files. Ithought it did come with Office but I may be wrong. Does
anyone know if it can be added to Office at a lower price than the retail
quoted on the FrontPage site.
