Is Free/Busy Dead on Personal Server?

I have been trying for days to get a Free/Busy server setup without Exchange.
Has Microsoft "fixed" Outlook so that ftp:// and http:// will not work in
Outlook? I have been able to get Outlook to publish with ftp:// but it will
only read from local files not ftp:// or http://.

What version of Outlook?
Do you need permissions to write to the servers?

The version is 2002 - XP
I can publish to the server directory with ftp and setup an ftp site with
authentication. The .vfb file is making it to the server in the right place.

The problem is that when I try and search for it while creating a meeting
request, I get an error message, "An error occurred reading Internet
free/busy data. General failure. The URL was:
http://xxxxxxx.com/~freebusy/xxxxx.vfb"

I am using a Fedora/Linux box as a server. The ftp server allows me to
deposit the file into the freebusy account and the web server will serve it
up. I can retrieve the .vfb file from anywhere with a web browser or ftp
client all I want; just not with Outlook. Outlook acts like it doesn't know
what to do with the file.

Now, if I publish to C:\freebusy locally and search C:\freebusy, it will work.

Am I missing something? I have decided that MS has changed it so that this
virtual free/busy does not work anymore.

Thank you for responding to my message. By the way, I have done lots of
research for this and have read all the normal sites that come up with a
google search, it just doesn't work.
