is anyone else having issues password protecting directories?

I have pinpointed what seems like a bug in frontpage explorer. After I
indicate that I'm turning the anonymous user "OFF" it dumps me back on the
site admin page instead of offering a chance to change the next question,
"Assign anonymous users to the following role:..."
browser, etc.

This Assign anonymous users part is completely missing whether I turn it on
or off. Help me please. thanks.

Well, yeah. If you have no anonymous user, assigning
roles to that user would be pointless.
