Is Add/Remove Programs user specific; i.e. does the list appear the same for
evey user that logs onto a computer; is a seperate list built for each user
profile?

It is global, not per user.

Nope. That list (HKEY_LOCAL_MACHINE\...) is per machine, not per user.
 
Hi Vincent,

This is mostly machine-wide. But there can be user specific entries as well (Windows Installer applications if specified to install as per-user.)
