Is a cell formula (IF cell is a %)

Hi

I have three cells, fee, discount and total

Some inserts discount in % and some in Value, to come around th
problem I want to insert a formula in the Total cell which.

if Cell is a % then: (fee*discount)+fee
if Cell is a value then: fee + discount

Can a make a formula for this like, ISPROSENTAGE(
